The best way to decide whether the GRE or GMAT is better is to look at your abilities first so that you may come to know the right option for yourself. The major point is to have a strong Quantitative background whether you go for GRE or GMAT. It is suggested to go through both tests and according to the capabilities, just hit the nail on the head.  If you are a great test taker, stick yourself with the GMAT, and if you want to have a dual degree such as an MBA/Master of Public Policy degree, in that case GRE is your best choice. One should mainly see the University or School requirements.
