Government of Ireland Scholarships 2025
The Government of Ireland International Education Scholarship (GOI-IES) program helps high-achieving international students pursue master’s or doctorate degrees in Ireland. The initiative was introduced as part of the government’s International Education Strategy 2010-2015. The initiative is funded by the Government of Ireland and overseen by the Higher Education Authority. It is also linked to Ireland’s Global Footprint by 2025, Ireland’s Future, and Ireland’s National Skills Strategy 2025. It has since grown under the successor strategy Irish Educated, Globally Connected from 2016-2020.
The GOI-IES is aimed at top-tier foreign students and to promote internationalisation in Irish higher education. It is a very competitive scheme with a large number of applications each year. This can improve relationships between their home countries and Ireland.A group of impartial international reviewers evaluates applications, and the highest-scoring individuals receive scholarships. GOI-IES scholars can seek network with Irish and international colleagues and personal and professional development opportunities.

Number of Scholarships
The Irish government is granting 60 scholarships for one year of study.
Duration of Scholarship
- In the final year of an undergraduate degree program.
- Completed one year of a Master’s degree program.
- Complete one year of a research degree program, such as a Master’s 2-year or 3-4 year PhD.
Scholarship Description / Details
- Scholarships include the Government of Ireland Postgraduate Scholarship, which offers up to €10,000 for PhD studies and one year of full-time master’s taught or research.
- The higher education school offers free tuition and registration expenses.
- The scholarship recipients must obtain full fee remission from their host higher education institution during the scholarship year.
- It is anticipated that successful students would start their education in 2025 September or October.
Eligibility Criteria
To be accepted for this award, applicants must meet certain criteria:
- Applicants cannot be from non-EU/EEA nations.
- Applicants must be from Switzerland or the United Kingdom.
- Due to ongoing hostilities in Ukraine, Russian and Belarussian nationals are ineligible.
- Candidates must apply to a master’s or PhD program at an approved higher education institution.
- Applicants must have a final or conditional admission offer confirming full-time international, paying student status at the application stage.
- The applicants with multiple offers may submit separate applications for each course, with a limit of three submissions.
- Admission to the HEI is a condition of the final offer.
- Applicants should contact the relevant HEI directly with any questions before submitting their online application.
- Applicants cannot apply for the Scheme multiple times.
