Romanian Government Undergraduate / Postgraduate Scholarship for International Students 2025-2026

The Ministry of Foreign Affairs (MFA) and the Ministry of National Education (MNE) provide scholarships to overseas students (except EU) all over the world. These scholarships are available to applicants who desire to pursue undergraduate and postgraduate studies at various universities in Romania. It is a fully financed scholarship program for bachelor’s, master’s, and doctoral degree programs. To be eligible for this scholarship program, an applicant must submit a full file, study documents (given by authorized educational institutions in the nation where they were delivered), follow the file submission technique, and adhere to the enrolment deadlines.

Medical, dental, and pharmacy schools do not offer scholarships.

Duration of Scholarship

Undergraduate studies last 3-6 years, master’s degrees last 1.5 – 2 years, and postgraduate programs last 3 to 4 years.

Scholarship Description / Details

The Ministry of Foreign Affairs (MFA) scholarships offer several grants to applicants, including the following:

  • Full tuition fees will be covered.
  • Accommodation charges will be covered using the Ministry of Education’s budget, up to the amount of the grant allotted for this purpose (accommodation will be supplied to the extent of available spots).
  • Monthly financial support will be provided in Romanian currency of 65 EURO for under-graduate students (1st cycle) and 75 EURO for post-graduate students (master degrees and specialization) (2nd cycle).
  • Do not cover food.
  • Excludes international and local transport.
  • Candidates must cover any additional expenses themselves.

Eligibility Criteria

To be accepted for this award, applicants must meet certain criteria:
Applicants from non-EU countries are eligible, with the following exceptions:

  • Citizens of Romanian descent or members of Romanian historical communities living near Romania may be eligible for several scholarship programs.
  • Citizens seeking or receiving protection in Romania, as well as stateless individuals with legally recognized presence in the country.
  • Members of the diplomatic and consular corps, or their family members, accredited in Romania.
  • Administrative and technical workers from authorized diplomatic missions and consular offices in Romania.
  • Relatives or employees of Romanian-based multinational organizations.
  • Received a Romanian government scholarship for the same academic year.
  • Use current research papers from approved educational institutions in the relevant country.
  • Remember the enrollment deadline.
  • Demonstrate good academic performance with an average of at least 7 (seven) in the most recent school years, corresponding to a “Good” score in Romania’s scoring system.
  • Follow the application submission guidelines.
  • For bachelor’s and master’s degree programs, the age limit is 35 years old; for doctoral or postgraduate studies, it is 45 years old.

How to Apply / Download Scholarship Form / Documents Required

Applicants can apply for this scholarship, must follow some steps:

  • Applicants can apply online application system. Candidates can access the platform at https://studyinromania.gov.ro, via the Apply for MFA scholarships button, or directly at https://scholarships.studyinromania.gov.ro.
  • The applicants should send applications via electronic or physical format through the diplomatic missions of Romania
  • Applicants sending applications to the registry offices of the MFA or Ministry of education and research or sending via email to MFA employees or departments of the MFA headquarters will not be considered.
  • Please attach copies of your baccalaureate, bachelor’s, master’s, or doctoral degrees, together with any official translations into English, French, Spanish, or Romanian.
  • Provide transcripts and certified translations in French, English, Spanish, or Romanian.
  • Provide a copy of the official translation into English, French, Spanish, or Romanian, as well as the birth certificate (or related document).
  • Provide a copy of the first three pages of the passport or national identity document, as well as an official translation into English, French, Spanish, or Romanian (where applicable).
  • Applicants must submit a letter of intent in English, French, Spanish, or Romanian for doctoral studies along with a curriculum vitae in the proper format in either English or French.

The following documents will also be included with the application (but only if the applicant falls into the particular category listed for each document):

  • Please provide a copy of the official translation into English, French, Spanish, or Romanian, as well as proof of name change (if applicable).
  • Provide a copy of the baccalaureate, bachelor’s, or master’s degree certificate, as well as a translation into English, French, Spanish, or Romanian for graduates without a diploma.
  • Provide a copy of the diploma confirming the student’s final year of study and graduation test date, together with an official translation into English, French, Spanish, or Romanian (if applicable).
  • A transcript of the applicant’s academic record up to the application submission date, along with any authorized translations into English, French, Spanish, or Romanian.
  • A copy of the linguistic competency certificate or completion of the Romanian language preparatory year, as applicable.
  • If a candidate is under 18, they must provide a notarized parental consent declaration and an approved translation in English, French, Spanish, or Romanian before beginning classes. If applicable.
  • Scan each document separately and save in.pdf format, following the original.

Note: There is no application fee for the application form.

  • The MNE application form.
  • Authorized copies of study documents.
  • Provide authorized copies and translations of diploma supplement transcripts for completed studies.
  • Provide an authorized copy and translation of birth certificate.
  • An authorized copy of the passport.
  • Medical certificate.
  • Four recent passport photographs.
  • Applications can be sent via post or directly to the Ministry of Foreign Affairs (MFA).
  • Documents in application files should be in English or French.

Language of Study

The recipients of Romanian state scholarships for undergraduate and master’s degrees study exclusively in Romanian. However, recipients of the doctoral degree scholarship program can opt to study in Romanian or a foreign language. For recipients who do not speak Romanian, a preparatory year of language training is provided before to beginning university studies.

The following individuals are not permitted to register for the Romanian language preparatory year:

  • Applicants must provide Romanian study credentials (diplomas, certificates, or school records) indicating at least four years of consecutive Romanian studies at a Romanian national educational institution.
  • Passed the Romanian language exam according to current requirements.
  • To enroll in university education, applicants must have a certificate of linguistic competence in Romanian (minimum level B1) obtained in compliance with current laws.

Last Date to Apply / Deadline
