In Africa the adult literacy rate was 88.7% in 2007. African education system has a 3 tier system of education that starting with primary school, high school and tertiary education. Tertiary education is providing in the form of (academic) universities and universities of technology. African education is overseen by two national departments, Department of Basic Education (DBE), which is responsible for primary and secondary schools education, and the Department of Higher Education and Training (DHET), which is responsible for tertiary education and vocational training. Now these two departments (DBE,DHET) were represented in a single Department of Education.There are both types of universities:public and private. Public universities are divided into three types: traditional universities,universities of technology and comprehensive universities. Traditional universities offer theoretically oriented university degrees for students. Universities of technology offer vocational oriented diplomas and degrees and comprehensive universities offer both types of qualification (traditional universities,universities of technology). In Africa total 23 public universities: 11 traditional universities, 6 universities of technology and 6 comprehensive universities.
